Overview of projects implemented in Ukraine and financed from International Financial Institutions (IBRD, EBRD, EIB).


Taking into account considerable amounts of financing received by Ukraine from the International Financial Institutions (IFIs), in particular for implementation of infrastructure projects in Ukraine, we decided to prepare an overview of infrastructure development projects financed by IFIs. The material will be of interest to public organizations, in particular for those monitoring the public procurement, as well as to commercial sector, because despite the high qualification requirements limiting an independent participation of the Ukrainian contractors in projects, the rules of IFIs encourage formation of joint ventures and consortiums of contractors for joint implementation of projects.

It is not an easy task to cover activities of all the IFIs working in Ukraine. Therefore our overview concerns exclusively the World Bank Group (World Bank), European Bank for Reconstruction and Development, and European Investment Bank.

As of 2017, the World Bank Group (World Bank) finances 8 projects in Ukraine worth a total of USD 2.25 billion. Aim of the above-mentioned projects is to improve and develop socio-economic life, and therefore these projects primarily concern such sectors as
 · Transportation: RSDP, Project ID 149322;
 · Social Protection: UA SSN MOD, Project ID P128344;
 · Energy and mining: Second Power Transmission Project, Project ID P146788;
 · Water, sanitation and flood protection: Second Urban Infrastructure Project, Project ID P132386;
 · Finance: Access to Long Term Finance, Project ID P156766.
 
Road Sector Development Project. In accordance with the Loan Agreement (8549-UA) signed between Ukraine and the World Bank, the amount of USD 560 million was allocated to development of road sector in Ukraine under the project, which is to be implemented during 2015-2021. RSDP comprises three components:
1. Reconstruction of roads and traffic safety improvement,
2. Maintenance of national roads of international importance and the related infrastructure facilities (interchanges, bridges, etc.), and
3. Automobile network management and its development.
A number of tenders for selection of contractors for reconstruction (construction) works on M-03 Kyiv-Kharkiv-Dovzhanskiy highway and M-06 Kiev-Chop highway on different sites were carried out. As well under the project, consultants for technical supervision of works and consultants for preparation of design and tender documents were selected.
 
Social Safety Nets Modernization Project. The project was commenced on July 3, 2014 and is to be completed on October 1, 2020. During this time, it is planned to implement a variety of programs to improve the protection and the work of public services with socially vulnerable population in different regions of Ukraine for a total of USD 300 million. In order to achieve the goals, the project involves procurement of social advertising campaigns, occupational studies for social workers, anticorruption trainings, preparation of regional plans to increase the care services for families, etc.
 
Second Power Transmission Project. The project was approved on December 22, 2014, and it is scheduled to be fully completed in June 2020. The Total Project Cost is USD 378 million. In Ukraine, the project is aimed to increase the reliability of the power transmission system and support the implementation of the wholesale electricity market. The project consists of three major components:
1.Reconstruction of transmission substations,
2.Formation of a wholesale electricity market,
3.Enhancement of the institutional capacity of the Ministry of Energy and Coal Industry of Ukraine.
During the projects implementation hardware, software, audit advisory services, etc. were procured.
 
Second Urban Infrastructure Project. The project has started on November 21, 2014 with the implementation period of 6 years until October 31, 2020. The Total Project Cost is USD 350 million. It is designed to improve the quality and reliability of services, the efficiency of participating utilities by improving their institutional capacity and investing in reconstruction and replacement of damaged water supply, wastewater and solid waste processing systems, and as well to improve the ecological situation of the territories by solving the problem of wastewater treatment and safe disposal of municipal solid waste. The project consists of three major components:
 
1.Improvement of Urban Infrastructure,
2.Strengthening of institutional capacity and developing socio-economic potential,
3.Project management and implementation support.
 
Goods (equipment, materials), services (consultations, trainings, preparation of documents), reconstruction and construction works will be procured through competitive bidding during the project implementation.
 
Access to Long Term Finance. The project aims to improve access to long-term financing for exporting small and medium-sized enterprises (SMEs) in Ukraine. The project is to be implemented in 2017-2022. The Total Project Cost is USD 150 million.

European Bank for Reconstruction and Development and European Investment Bank. As of 2017 there are 172 ongoing projects in Ukraine financed by EBRD and EIB worth EUR 3,8 billion in total. The key business sectors include energy industry, transportation, heavy industry, agro-industry, and infrastructure development. To highlight their importance the following projects worth mentioning.
Transport:
 
Ukraine Fourth Project “Pan-European Corridors (Rehabilitation of the Road)”. The project is aimed to rehabilitate sections of M-06 Kyiv-Chop highway, construct new interchanges on M-01 Kyiv-Chernihiv-Novy Yarylovychy, М-06 Kyiv-Chop and М-05 Kyiv-Odesa highways. As well, ancillary consultancy services for preparation of tender documents and technical supervision of works are procured under the project. Project jointly financed by EBRD and EIB is to be implemented during a year 01.12.2016-01.12.2017.
 
Modernisation of the Air Navigation System. The Ukrainian State Air Traffic Services Enterprise intends to apply proceeds of a loan from EBRD and EIB towards a cost of modernization of a number of navigation systems during 30.03.2017 - 19.03.2018 for a total amount of approx. EUR 82.36 million.
 
Ukraine Railway Modernization / UZ Electrification. This project provides for electrification of the Dolynska-Mykolaiv-Kolosivka section with the development of high voltage networks. The UZ modernization project consists of two components: 1. Electrification of the Dolynska-Mykolaiv railway section (including construction of new railway tracks about 99.2 km long and modernization of railway tracks at 12 stations), development of the high voltage network, and 2. Electrification of the railway section Kolosivka-Mykolaiv (Length of single tracks to be electrified: 105.0 km). The Total Project Cost is EUR 360 million. The project is to be implemented during 14.09.2017-13.09.2018 and financed by EBRD, EIB and PJSC “Ukrainian Railways”.
 
Infrastructure/ energy industry development
Regional Heating Projects (Zhytomyr District Heating Project, Lviv District Heating Project, Chernivtsi District Heating Project). The projects is aimed to achieve an increase in the heating of residential premises by replacing and modernizing the district heating networks and installing individual heat substations, and to increase efficiency and reduce energy costs by installing biomass boilers. Implemented during 2017-2018 they have Total Project Costs of EUR 14 to 35 million. These projects are implemented in such cities in Ukraine as Chernivtsi, Lviv, and Zhytomyr.
 
Lviv Solid Waste Project. The project with an estimated value of up to EUR 35 million is to procure rehabilitation of Hrybovychi landfill, and construction of waste mechanical and biological treatment facilities during the period of 01.09.2017-01.09.2018.
 
Modernization and development of trolleybus infrastructure (Ivano-Frankivsk Trolleybus Project, Kharkiv Trolleybus Project, Kremenchuk Trolleybus Project, Odessa Trolleybus Project). The project with a total estimated cost of EUR 8-9 million, will require the procurement of trolleybus, reconstruction of trolleybus networks and modernization of depots in different regions of Ukraine during 2015-2018. Today the project is implemented or under implementation in Odesa, Ivano-Frankivsk, Kremenchuk, and Kharkiv.
 
Lviv Wastewater Biogas Project. The project with a value of up to EUR 31.5 million is aimed to reconstruct and modernize wastewater treatment infrastructure and subsequent production of biogas from sludge, as well as installation of cogeneration facilities for additional electrical power and heat during 2017-2018.
